This course explores the transformative role of digital technologies in government operations and public service delivery. Students will examine the key components of digital systems, user-centered design, and effective data utilization. Emphasis is placed on practical applications, with a focus on addressing the unique challenges within the Ethiopian context, including legal, financial, and organizational barriers to implementation. Delivered through a blended learning approach—combining online instruction with in-class lectures, discussions, case studies, and hands-on projects—this course provides both theoretical foundations and practical skills. It is designed for master’s students in the Public Policy and Development Management program at Addis Ababa University. By the end of the course, students will be equipped with the knowledge, skills, and professional competencies needed to navigate and lead digital governance initiatives, improve public sector service delivery, and drive innovation in governance.
